These kind of flags are nothing unusual, usually decorating yards... This one caught my eye because it is located in a rather serious, professional setting. This particular tree is in front of the Clerk of court building.
Incidentally, with our anniversary getting closer; this was the building we got married in... not terribly romantic, but then again it was just to make it legal. Our actual ceremony happened months earlier in Croatia.
It does add some color!
